Are the three “RREM” Project Managers URS Corp., Gilbane and CB&I Shaw fired? I believe they are fired from Governor Chris Christie’s Hurricane Sandy victims grant programs at http://www.renewjerseystronger.org. After review of all three “RREM” Project Managers websites, there is NO mention of their contracts with the Sandy project. In the past they did have press releases. Has the news of their firings been delayed to the public? The leak of Hammerman & Gainer’s firing was quiet overall with no adequate reasons as to why?
As an employee whistle-blower on the corruption at RENEWJERSEYSTRONGER many criminal acts were exposed against the three “RREM” Project Managers to the Feds. “RREM” stands for the Reconstruction, Rehabilitation, Elevation and Mitigation grant. URS Corp. and CB&I Shaw are huge Federal Government contractors, I’m not sure about Gilbane. URS Corp. was the main firm to implement the program for the “RREM” Project Managers. CB&I Shaw was the last to fully enter the program at a much later date. In fact, a URS Corp. employee informed me that Governor Andrew Cuomo was also involved since he was a past Secretary of “HUD.” I allege the “RREM” Project Managers crimes consist of kickback schemes, price gouging, price-fixing, conflicts of interest since they received the insurance information received by the home and land owners, plus other government mismanagement, fraud and waste.
My own public stance for RESIGNATION of Secretary Shaun Donovan of the U.S. Department of Housing and Urban Development, “HUD” has only gained steam, as does the shutdown of “HUD” in entirety. Secretary Shaun Donovan and “HUD” were already involved with the questionable practices, frauds and other shams from the Hurricanes Katrina and Rita disaster grant programs at ROAD HOME at http://www.road2la.org. “HUD” even paid out funds in discrimination lawsuits to home and land owners from the ROAD HOME grant program. I do believe serious problems exist in Christie’s Sandy program that did not adhere to those most eligible in need or where low to moderate income households were assisted first. There was some preferential treatment.
The ROAD HOME program is eerily similar to the implemented structure under RENEWJERSEYSTRONGER. Some infrastructure was good, but the attempt in the “RREM” Grant to prolong payment of funds, delay work with intent to defraud and harm victims reveals this program went awry. There are immeasurable criminal acts already made against the home and land owners all for the gain of corporations and Federal or State Governmental agencies or contractors. During my employment, the staff were informed it took eighteen months to get Federal funds implemented for the Katrina and Rita programs. In Governor Chris Christie’s Sandy program Federal funds were received in about six months. There were delays to the New York and Connecticut Programs.
It must be questioned, why Governor Chris Christie and the State of New Jersey did not review the problems from the Hurricanes Katrina and Rita Projects? Does the Republican Governors Association have even greater relevance especially since Louisiana Governor Bobby Jindal recently stepped down to New Jersey Governor Chris Christie?
Many serious problems already existed with Hammerman & Gainer, ICF International and Quadel Consulting in the Katrina and Rita Project. How many homes were stolen, nevertheless what other harms occurred to those victims? On the Quadel Consulting website they note, “From June 2006 to June 2009, Quadel served as a subcontractor to ICF International with responsibility for setting up and administering the Homeowner Assistance Program, providing grants of up to $150,000 per family to homeowners who agree to repair or rebuild their homes or sell their homes and relocate.” That was for the ROAD HOME Project and a similar scenario exists in the “RREM” Grant at RENEWJERSEYSTRONGER. These firms seem to switch around as to whom is the main contractor versus the sub-contractors.
While employed as a Housing Advisor to assist Sandy victims, I never understood whom implemented the structure, but chaos always existed. I was aware some employees had been involved with the Katrina and Rita project, so why hadn’t there been better organization? INTENTIONAL! The Housing Advisors are the case managers and the liaisons between the home and land owners and the “RREM” Project Managers.
ICF International’s presence in the project began at a two-day training session with their employee Kevin Roddy, in late September 2013. ICF International seemed to be the creator of policy and the compliance department. This training related to the implementation of the Duplication of Benefit Reimbursement portion of the program. Kevin Roddy touted that never in Disaster Recovery History had Reimbursement been an option, it was ground breaking. I became annoyed and angered during the training as serious problems and criminal acts revealed themselves. There was no question extreme chaos would occur to the home and land owners, plus to every employee from this reimbursement program. Extreme chaos did break out for a few weeks with victims crying or having heart palpitations. That became the new office norm as victims and employees rebelled until new changes were implemented. That chaos and emotional trauma created to harm these victims greater from that trainings implementation was a repulsive outrage. I do believe reimbursement can be a necessary solution when a family sustains such tremendous loss and harm from a disaster of this magnitude.
A few weeks after this training the “RREM” Project Managers came totally on board with their representatives meeting the home and land owners along with the Housing Advisor at times. The whole process had many bugs and varied forms of chaos. Previously, the “RREM” Project Managers existed behind the scenes doing varied inspections or they quantified the Work In Place, “WIP” done by the home and land owners. Keep in mind disaster recovery has become BIG BUSINESS! Are they all natural disasters or are some of these disasters acts of terrorism?
One problem that delayed rebuilding efforts in the State of New Jersey and other states was the infringement on home and land owners that they must elevate their homes. This infringement was made by municipalities, FEMA, plus other State and Federal Government operations. This infringement alone created a greater need by home and land owners to seek funds from grant programs. Elevation requirements and the constant revamping of FEMA flood plain maps to categorize varied homes in zones that now required elevation are a direct infringement on property rights?
If a property or home sustained more than 50% in damage, a home and land owner had to receive a Letter of Substantial Damage or a Flood Plain Letter from their town or FEMA to be considered in the initial phase of the “RREM” Grant Program. The first focus in the “RREM” Grant program was on these homes, which now must be elevated. Issues existed over these letters, so many letters were created many months later, with no physical review of these properties. Towns created the new salaried positions of Flood Plain Managers or had employees create a process to distribute these letters. Commissioner Richard Constable III of the New Jersey Department of Community Affairs was very involved with this process with mayors or other officials.
Lacking insurance payments, flood insurance premiums, dropping insurance policyholders, public adjusters that are just another sham, the stealing of home and land owners financial information amongst government operations and other problems will be discussed at another time.
Governor Chris Christie made public statements about the need for “RREM” Grant Programs implementation to alleviate contractor fraud when rebuilding. Governor Christie along with State of New Jersey and their Department of Community Affairs chose to focus on their own gain and their own fraud schemes instead. There were billions and billions to steal, granted by the Federal Government and “HUD.” The “RREM” Grant Program and the continual change in stance by Governor Christie halted some Hurricane Sandy victims to move forward and allow them to contract with their own builders directly. The “RREM” Project Managers would contract for the home and land owners which also allowed for some other building perks. In essence the whole “RREM” Grant Program was structured backwards to drag it on and on to steal as many funds as possible. Many scenarios exist to the actual needs or reasons why a home and land owner needed grant financial assistance. That information could have easily been determined during the Application Intake Process but it was left out. INTENTIONAL!
Changes were always made to the “RREM” Grant Program, the theme for this program should be titled, Guess Whose In Your Pocket? Governor Chris Christie’s, “RREM” Grant Award documentation gave away the true intent to violate the home and land owners rights as under the U.S. Constitution by the State of New Jersey and Department of Community Affairs. The U.S. Court system can harm these victims in so many ways. TREASON! A major reason why “HUD” should be shutdown is that Federal or State Governments should not be in the home building and construction business at all. The stealing of homes business with their criminals on their payrolls has become their new mantra. “HUD” when managed by Secretary Andrew Cuomo during the Clinton Administration years should be seriously reviewed as to the stealing of homes in the foreclosure banking debacle.
The RENEWJERSEYSTRONGER Grant Programs in existence should be shut down. New management that utilizes the grant application and infrastructure should be implemented. Payouts with minor stipulations as to new construction or rebuilding should be done directly with the Hurricane Sandy victims. They should also get some of the perks given to the “RREM” Project Managers to move them forward. Oversight of New Jersey contractors could have always been done by the State of New Jersey anyway. Many contractors are on hold because of this programs mess.
Many contracted employees at the RENEWJERSEYSTRONGER program would not walk-out to shut down the Lakewood office when my criminal complaints were filed with the Feds. The crooked management, along with Governor Chris Christie halted my actions. But I do view the contracted employees as the best resource to actual knowledge of computer systems along with relationships to at least the first 3500 home and land owner victim families initially reviewed.
My three crooked employers Hammerman & Gainer, Quadel Consulting and Atrium Staffing should all be halted from operations along with the New Jersey Department of Community of Affairs. All employees have a right to not violate other Americans rights. Workers rights are greatly violated in these programs. Why is Governor Chris Christie paid a salary, along with other crooks, while I was placed on unpaid leave? Many breaches of contract and fraud exist to those whom were fired or laid off for no legitimate reason but to keep employees on edge in fear of losing their jobs. Serious problems exist equally within the management in all Federal and State Governmental Departments of Labor whom keep criminals on their payrolls.
Governor Chris Christie, Commissioner Richard Constable III and others must be arrested. The Hurricanes Katrina and Rita Program, ROAD HOME should be halted with similar changes to assist those victims directly.
The harm these victims sustained after such disastrous storms are Crimes Against Humanity, Terrorism & TREASON! These are totally inhumane criminal examples of run amok Federal and State Government operations with NO JURISDICTION FOR HUMANITY!
